Looking into my blog's access statistics I noticed someone visited my blog while looking for the flared skirt's pattern. Well, i know how you feel! I couldn't find it either! I've been wandering around the web looking for it as well, but all i could find were tutorials form people with enormous pieces of fabric cutting a circle in the middle of it. Preatty easy that way! The pattern I used to make my own skirt is taken from a sort of sewing, knitting and embroidery encyclopaedia that is 40 years old :)
Io avevo abbastanza stoffa per ricavarne due semicerchi, ma le stessse misure si possono adottare anche dividendo la gonna in quattro, avendo cura di aggiungere un cm per i margini in più.
My fabric was enough to cut two half circles but you can use the same measurements cutting 4 quarters, you just need to add a centimeter for the margins you'll need.

Radius: (1/2 waistline : 3)+1cm. Half circle: 1/2 waistline+2cm. Length: to your liking. Belt: waistline +3cm for the overlapping. |
